The Brief Project DescriptionMorobe Oil Palm Project      is a â € œ Public Private Partnership Entityâ € � . It is a large scale Agriculture impact activity at a commercial scale established on an initial land size of at least 200, 000 hectares with more land available for this oil palm projectâ € ™ s expansion. The land is customary owned by the people of Huon District of Morobe Province; thus this project is owned by these stake holders with Morobe Oil Palm Limited the entity to develop and manage it:             2.1. Landowners that contribute land for the project; 2.2. Huon District, the 3rd tier level of Government of Papua New Guinea; 2.3. Morobe Provincial Government of Papua New Guinea; 2.4. Morobe Oil Palm Limited, the project developer and manager. It is a large scale impact agriculture project, thus the enormous capacity and sustainability of this oil palm project in terms of employment of people, the infrastructure development, the support/ spin off businesses it generates, the social services it provides and the actual cash money it generates is beyond any renewable agriculture commodity project in Papua New Guinea; such as coffee, cocoa, coconut, cassava and others. The project is a sustainable productive economic and social growth activity with an enhanced role and contribution to our national economy staged at the District level targeting our rural population in terms of direct benefits out of the usage of their customary owned land and shall contribute immensely towards carbon sink trade and help alleviate the danger of hunger and poverty in Papua New Guinea and the region.      Oil Palm Industry in Papua New GuineaOil Palm is the most successful agricultural industry in Papua New Guinea. First commercial planting started 40 years ago in 1966/ 67 in Cape Hoskins and Bialla in West New Britain in 1975/ 76, Popondetta in Oro Province in 1978, Milne Bay and New Ireland in 1988/ 89 respectively. The oil palm industry has grown steadily to its current status as the leader in the agriculture sector of PNG' s economy. In 2000, oil palm overtook coffee as the number one agricultural export commodity with palm oil sales value of K303 million compared to coffee' s export value of K291 million. Total oil palm product value ( c.i.f. ) in 2002 reached over K500 million and may reach K1 billion mark in 2008 with current very high world price at over US$ 1, 000.00 or PGK3, 000.00 per metric ton for crude palm oil ( CPO) . Oil Palm industry' s impact on the socio economic status of the rural population as well as that of the districts and provinces where oil palm is grown is incredibly phenomenal. Bialla Oil Palm Project started in 1976/ 77 and from year 1 to year 10, permanent all weather roads and bridges as well as permanent sea port facility and Bialla Township were established. Now the West New Britain highway stretching almost 200 kilometers is sealed from Kimbe, the capital of West New Britain to Bialla Sub-District on the east and further 50-100 kilometers northwest to Talesea. Total internal road infrastructure is almost 2, 000 kilometers with established social infrastructure ( schools, Health facilities, Police Post, etc.) valued at hundreds of millions of kina. Kimbe, the capital township of West New Britain had grown literally from the oil palm industry. It is estimated that up to 60% of the population in West New Britain Province directly benefit from the industry where two of the three major oil palm projects are established. In the Oro Province, up to 45% of the total population directly benefit from the oil palm project. With the MusalPongani Oil Palm Project recently been approved by the National Government and the proposed loma Project, almost all rural population of Oro Province would benefit directly from oil palm development. Socio-economic impact study conducted by Australian Council for Agriculture Research ( ACIAR) in the oil palm growing provinces established that in West New Britain and Oro Province over 60% and 40% of the respective population directly benefit from the industry. Oil palm industry' s socio-economical and environmental impact is to be discussed in detail upon the full feasibility and project development study report. At the smallholder' s level, the farmers sell their oil palm fresh fruit bunches ( FFB) at their farm gate at an average of two times a month for every month continuously for up to 20 years. The FFB production starts only 24 months from planting. With average FFB production at 15 metric tons per hectare per year for 20 years, the average annual income for a 4 hectare block would be around K6, 000.00 or monthly average income of K500.00 based on farm gate price of K100.00 per ton. Currently, the FFB price at the farm gate is averaging K200.00 per ton and smallholders in Popondetta are enjoying monthly income ranging from K1, 500.00 - K2, 000.00 monthly which means that their income for the year would be K13, 000.00 - K24, 000.00. New Britain Palm Oil ( NBPOl) the first oil palm company in PNG is now trading in the Port Moresby Stock Exchange as one of the public listed companies in PNG. As advertised daily in the business column of PNG Post Courier and The National papers, NBPOl' s trading performance which is only second to Inter Oil' s performance has caught the eyes and mind of international traders and investors. The message is so loud and clear, that oil palm is the hottest tree crop being seriously considered by big time international investors to invest in. Asiatic Development Berhad of Malaysia is one of those international investors seriously interested in investing in Papua New Guinea' s oil palm industry.   Asiatic Development Berhad expressed its intension to invest about USD$ 600 million to develop 100, 000 hectares over 15 years. The response from the customary land owners of Huon District in support of the project was overwhelming; they wanted the oil palm project to go ahead on their land and urged the Government to get the project started. Thus the Government through the Morobe Provincial Executive Council ( PEG) and the Huon Joint District Planning Budget priority Committee ( JDP/ BPG) established a public private partnership entity the â € œ Morobe Oil Palm Projectâ € � with financial support for the establishment of the project office and embarked upon the customary owned land mobilization and other preparatory requirements. This report presents the concept of the project and the conduct of the preparatory activities of the project. The   Morobe Oil Palm Project office confirms the positive response from the leaders of the concerned clans, and other stake holders that the general area for the proposed oil palm development is considered technically highly suitable. The proposed project would directly benefit the participating smallholders as well as the land owner entities. The rural population would greatly benefit from improved road infrastructure, port facilities, employment opportunities and many spin off business opportunities as well as improved social services including Banking & postal services in Huon District. The oil palm sector has the attributes necessary for sustainability which, in agriculture, requires holistic & integrated approach that incorporates environmental, social and economical considerations, and devotes attention to the needs of small scale farmers as well as community based entities such as propriety-estates or community oil palm estates. People, especially the rural people of Papua New Guinea must be able to meet their ever growing needs in ways that are socially, economically and environmentally viable on a long- term bases. By in large, oil palm industry in Papua New Guinea has achieved this. The prospects & potential for the Morobe Oil Palm Development Project to be successful & sustainable economically, socially & environmentally is highly promising not only because of the success story of the existing oil palm industry to date, but also because the future of the oil palm industry in the world market place is promising due to growing demand, especially in India & China apart from the traditional markets in Europe & Japan. The leaders of the rural people have responded very positively and the ecological condition in the Huon District area is highly suitable for the oil palm crop. It is therefore the Local & Provincial Government authorities and the respective political leaders endorse and financially support the land owner groups through the Morobe Oil Palm Project office to fully participate in the project and take ownership as opposed to the existing practice whereby they ( people) are project royalty recipients and do not own the project. 1.   Note: As at Christmas day, 25 December 2008, Asiatic Development Berhad of Malaysia has not made any formal commitment to the project, thus Morobe Oil Palm Project office is seeking alternate project financing arrangements either loan or in partnership with financier to get this multimillion dollar project started in 2009.
